Who Are Provisional Concealed Firearm Permits For?
In the State of Utah, if you are under 21, but at least 18 years of age, and want to legally carry a concealed firearm, then you need to obtain a Provisional Concealed Firearm Permit (PCFP). It is in every respect a Concealed Firearm Permit for young adults. It brings with it many of the same privileges that a full CFP does with just a few limitations.
Limitations on State Reciprocity
State reciprocity is when other states that recognize a Utah issued permit, and very much a gray area for provisional carry permits if not totally limited. It is not completely clear as to which (if any) states recognize a Utah provisional carry permit, and if so, which counties and cities within such a state would also honor it. For those seeking a provisional permit, it may be safer to assume that there is no reciprocity until a full permit is obtained at the age of 21. In any case, whenever planning to travel with a firearm, it is always wise to do your research before leaving home.
No Carrying In Public Schools
Much like the restrictions of Utah’s permitless carry provisions, holders of a provisional permit may not carry concealed in Utah public schools. This privilege is limited to only those who are 21 years of age and possess a current full Concealed Firearms Permit.
Handgun Purchasing Limitations Still Apply
While some 18-year-olds may get their hopes up, holders of a provisional permit are not exempt from limitations of purchasing handguns from an FFL prior to their 21st birthday. This means that legally obtaining a handgun is still restricted to the same channels as other adults under the age of 21.
